Sale of e-scooters and e-bikes

Dear Retailer,

I am reaching out to you as our records show you may be involved in the sale of e-scooters and/or e-bikes.

I am seeking your support in raising public awareness about the legal use of these vehicles. As their popularity continues to grow, it is essential that customers understand the rules and responsibilities associated with their use to ensure safety and compliance with the legislation.

The use of e-scooters and e-bikes is subject to specific legal requirements. Many members of the public remain unaware of these regulations, which has led to instances of unlawful use, posing risks to both riders and other road users. Key points that customers should be made aware of include:

• E-Scooters: “Privately owned e-scooters are not permitted on public roads, pavements, or cycle lanes. They may only be used on private land with the landowner’s permission. See the QR code below for further information.

• E-Bikes: “Electrically assisted pedal cycles (EAPCs) that meet the legislation can be used on roads, cycle paths and other areas bikes are allowed. To be legal, an e-bike must have a motor with a maximum power output of 250 watts and a top assisted speed of 15.5mph. It must have pedals fitted to propel it and if fitted with a throttle this can only accelerate the bike to walking speed. E-Bikes that don’t comply to legislation cannot be used on roads, pavements, or cycle lanes. See the QR code below for further information.

We kindly ask for your assistance in ensuring that customers receive clear information at the point of sale. This could be through verbal guidance, signage, or informational leaflets provided with purchases.

Individuals that are caught driving/riding these vehicles by police can have their vehicle seized without warning.

Our priority is to promote safe and legal cycling while preventing unintentional breaches of the law. By working together, we can help protect riders, pedestrians, and other road users.

We appreciate your cooperation in keeping our community safe.

Yours sincerely,

Sergeant Zane Tompkins
